And for the world of Tales in general I suppose.
My head canon for Mrs. Hackney, comes from the Isle of Pony (the Tales stand in for the entirety of the UK) but moved to Coltenvillie to teach and may or may not be Susan Foreman from Doctor Who.
Other uncontroversial headcanons is the idea that Clover's dad is a pretty successful sculpture artist, if that bathroom in Out of Luck is anything to go by.

I agree that Miss Hackney could come from at least somewhere separate, if not that exact place! I'd be lying if I said you didn't invoke the thought, though. (I've never seen Doctor Who... but it could happen, only on the Hub!)
My personal take on the apparent wealth of Clover and her parents is Meadowlark. I mean, Clo's mom is a librarian and her dad a sculptor who I believe is actually pretty obscure, but gets high-business from environmental companies and rich ponies from other cities, like Mecklenburger. However, that revenue isn't enough to get a big, luxurious bathroom like the one he has.
I think that Meadowlark finds that she gets a lot more money than she needs or wants (she likes the simple life), so she gives large sums of jangles to her family to improve their way of life. Clover has a massive allowance every week from her sister, and a sum of the money went towards renovating the bathroom and keeping it nice.
Another headcanon, this time about a more obscure character who appeared in one episode whose name was Moonbeam. She and Clover were actually friends in ballet. I mean, all of the girls and guys have friends who share their interest: Melody and the Rockin' Beats, Patch, Ace and Starlight with soccer, and even Bon Bon and her mother with baking. Hence, Clover has a friend in ballet classes, Moonbeam, who has a bright worldview, but is also naive like Clover. Clover and her aren't particularly close, but do chat and could become close in the future.
Corny Meadowsweet uses corn metaphors to impart advice to anyone who should ask him for it. Some ponies think it's deep, others are annoyed. He's a pretty wise pony, if a bit optimistic.
