Of course. She's basically the same size as the others. I made her Level 3 and her effect having to do with the number 3 due to how she speaks, talks, opens her mouth.

Actually she's a background pony. She's seen in Twinkle Wish Adventure and Pinkie Pie's Ladybug Jamboree. I can only presume the name is a fan name given that she's never named on either cartoon.
